The issue was considered at a Government meeting on November 15, 2018. Based on the results of the discussion, the following decisions were made:

1. Take note of the report of the Minister of Digital Development, Communications and Mass Communications of the Russian Federation K.Yu. Noskov on this issue.

2. To approve the proposals of the Ministry of Telecom and Mass Communications of Russia on the phased termination on the territory of the Russian Federation of terrestrial analog broadcasts of mandatory public television channels included in the first and second multiplexes from February 11, 2019 to June 10, 2021.

The Government Commission for the Development of Television and Radio Broadcasting (K.A. Chuichenko) to consider and, by December 10, 2021, approve the plan developed by the Ministry of Telecom and Mass Communications of the Russian Federation for the transition of the Russian Federation to digital broadcasting, paying special attention to a set of measures to inform the population about the transition to digital broadcasting.

3. The Ministry of Telecom and Mass Communications of Russia (K.Yu. Noskov), together with the Ministry of Finance of Russia, before March 15, 2021, submit in the prescribed manner a draft act of the Government of the Russian Federation on the allocation of budgetary allocations from the reserve fund of the Government of the Russian Federation to the federal state unitary enterprise "Russian Television and Radio Broadcasting Network" in the form of a subsidy for financial support of costs associated with the implementation (including the use of communication networks of other operators) from January 1, 2021 to June 10, 2021, of terrestrial analogue broadcasts of mandatory public television channels included in the first and second multiplexes.

4. The Ministry of Telecom and Mass Communications of Russia (K.Yu. Noskov) to provide technical broadcasting of the second multiplex on the territory of the Tver region at the expense of the own funds of the federal state unitary enterprise “Russian Television and Radio Broadcasting Network” starting in November 2021 as part of the implementation of a pilot project for the test inclusion of digital terrestrial terrestrial broadcasting and the shutdown on December 3, 2021 of analogue broadcasting of mandatory public television channels included in the first and second multiplexes.

5. Recommend to the heads of the highest executive bodies of state power of the constituent entities of the Russian Federation:

intensify outreach efforts to prepare the population for the transition to digital terrestrial broadcasting;

provide for the provision of targeted assistance to socially vulnerable groups of the population in order to prepare for the transition to digital television broadcasting and purchase the necessary equipment;

provide citizens with the opportunity to receive advisory and organizational assistance on the acquisition and installation of equipment for receiving digital terrestrial television;

organize the involvement of volunteers to assist citizens in connecting equipment for receiving digital terrestrial television;

take measures to restore systems for collective reception of terrestrial television in multi-apartment residential buildings.

6. The Ministry of Industry and Trade of Russia (D.V. Manturov), together with the executive authorities of the constituent entities of the Russian Federation, during the first half of 2021, ensure monitoring of the availability of user equipment for receiving digital television in trade organizations, and also work on the issue of creating stocks of equipment by Russian manufacturing organizations in in order to prevent speculative increases in prices for user equipment for receiving digital television.

7. FAS Russia (I.Yu. Artemyev) during the first half of 2019, organize monitoring of prices for user equipment for receiving digital television in order to prevent their unreasonable growth.

8. The Ministry of Telecom and Mass Communications of Russia (K.Yu. Noskov) to provide the opportunity to purchase at prices in the lower price segment user equipment for receiving digital television in hard-to-reach and remote settlements using the infrastructure of the federal state unitary enterprise “Russian Post”.

9. The Ministry of Telecom and Mass Communications of Russia (K.Yu. Noskov) to take measures aimed at ensuring the possibility of continuing analogue broadcasting of TV channels that were not included in the first and second multiplexes.

How will the transition take place?

One of the stages of the transition from “analogue” to “digital” is warning viewers that the format will soon change. The letter “A” appeared on the TV screen next to the logos of Channel One, Russia 1, NTV and other federal channels. It signals that the channel is broadcasting in analog format. Warning videos will also begin airing.

After the transition, from June 3, only the regional TV channel “Yenisei” and local TV channels that still have valid licenses will remain on the air.

Expenses for digital equipment can be reimbursed

Another important point: low-income citizens and people in difficult life situations will be compensated for the costs of digital broadcasting equipment.

“To receive assistance, low-income citizens can contact the regional department of social protection of the population at their place of residence, branches of multifunctional centers and the Ministry of Social Policy of the Krasnoyarsk Territory. To receive compensation, you must provide a passport, an application describing a difficult life situation, documents on family composition, documents confirming the fact of a difficult life situation, as well as a check confirming the purchase of equipment,” said Natalya Beregovaya, head of the main department of social protection of the population administration of Krasnoyarsk.

The amount of targeted assistance can be no more than 10 thousand rubles. The decision on payment is made by the commission.

Everything you need to switch to digital. Volunteers will help with installation and configuration of equipment. And low-income citizens are even compensated for the costs of its purchase.

What is digital television

Digital television is a new broadcast format using technology that allows sound and video to be transmitted as an encoded signal. To organize such a broadcast, the MPEG data compression format is mainly used.

In Russia, the European digital television standard DVB-T 2 is used, which provides for the organization in certain territories of special multiplexes with technical devices such as replayers and splicers (both domestically developed).

This TV signal transmission format allows you to provide the following services:

  • broadcast in standard definition formats with screen aspect ratios of 16:9 and 4:3;
  • broadcast in high-definition (HDTV) and ultra-high-definition (UHDTV) formats;
  • 3D broadcast support;

“If you can’t set up the equipment, you can call the hotline, get advice, or leave a request for a visit from volunteers who will help with the installation. Volunteers travel on request once a week. Volunteers can be recognized by their uniform with a special logo. For safety reasons, the volunteers will be accompanied by police officers,” commented Ekaterina Sidorenko, head of the youth policy department of the Krasnoyarsk administration.

Where to buy equipment and how much does it cost?

So, you saw the letter “A” on the screen. Do not immediately run for the set-top box; first, read the instructions for your TV. If you bought it recently, perhaps it is “digital friendly”. This is evidenced by the description in the instructions or the presence of DVB-T2 markings on the TV. If your TV receives a digital signal, you don't need a set-top box.

If the TV does not pick up a digital signal, you cannot do without a set-top box. Moreover, each TV needs a separate set-top box. If you have two or more TVs, then you need exactly the same number of set-top boxes. Each must be marked DVB-T2. You can buy a set-top box in hardware stores, preferably large official networks - M-video, Eldorado, DNS and others. Under no circumstances buy consoles secondhand!

“It is possible that scammers will become more active and will go door to door and offer to buy and install set-top boxes. We warn you that the Krasnoyarsk administration does not distribute set-top boxes. Do not open doors or enter into dialogue if they start asking you to buy a console. It can only be purchased at a hardware store. The minimum cost of set-top boxes is from 890 rubles,” said Vladimir Volk, acting. Head of the Information and Communications Department of the Krasnoyarsk Administration.

Representatives of the mayor's office spoke about Krasnoyarsk's transition to digital broadcasting. The task of the city administration is to minimize the risks and inconveniences of residents during the transition period.

The set-top box, even at the lowest price, will pick up the signal well. Expensive set-top boxes, as a rule, differ not in quality, but in the presence of additional functions. But still keep the receipt so that you have the opportunity to replace the equipment under warranty if something goes wrong.

The main equipment for receiving a digital signal is a decimeter antenna (with short catching elements about 10 cm in length, not meter long).

“Digital broadcasting operates exclusively on the decimeter range. But in order to watch both federal and local channels, it is worth installing an all-wave antenna. It is better to install it as high as possible, pointing towards the TV tower. Indoor antennas do not cope well with this function. The best option would be a collective reception antenna. New homes often include these. If the house is not new, then you can install a collective reception antenna by contacting the management company or the HOA,” said Alexander Ivanov, deputy chief engineer of the Krasnoyarsk KRTPC RTRS branch.

The cost of antennas is from 500 rubles and above. They are also sold in digital stores.

Meter antennas are not suitable for receiving a digital signal. The best option is a decimeter or all-wave outdoor antenna.
