The outputs of the LM324N operational amplifier chip—Output 1 and Output 2—are connected to the positive terminal of the Infrared LEDs.

The device is ready, with an optional switch and LED added to indicate that the power is on. You can use a CR2032 battery as a power source - it has just the required minimum number of volts.
