There are still people in the Altai Territory who doubt the shutdown of analog TV and do not believe that it will happen. Minister of Digital Development and Communications Evgeny Zryumov told altapress.ru about this.
This opinion was partly facilitated by the fact that the state introduced the fourth stage of switching off analogue TV for those regions that do not have time to prepare for the transition. The date set for him is October 14th.
But the Altai Territory, according to Zryumov, is 90% ready for a complete switch to digital, so nothing changes for us - everything will happen on June 3, as planned.
Evgeny Zryumov, Minister of Digital Development and Communications of the Altai Territory:
Before we are finally ready to turn off analog TV, we only have to overcome the psychological barrier of some residents. We continue to work with them with the participation of volunteers and municipal authorities. We reach everyone. There are about 2 thousand households left in rural areas that have not yet decided how they will watch television after June 3.

Why digital television is better than analogue
The main advantage of digital TV for the user is picture clarity. There can be no stripes, “grain” in it, and no noise in the sound. “Digital” either runs smoothly or doesn’t run at all.
In addition, all digital TV viewers are guaranteed 20 channels of digital multiplexes. Analogue channels are “caught” differently everywhere - some have ten, some have two or one.
Digital has one more advantage - more rational use of frequency resources. This is a positive moment for the state as a whole.
What you need to watch digital television
To receive a DVB-T2 digital signal, you need a modern TV that supports it. For older models you need to buy a special attachment. The starting price of the gadget is around 1 thousand rubles. A decimeter antenna is also required.
In the Altai Territory there are 248 villages where there is no technical ability to receive a digital signal - it is either completely absent or unstable. 53 thousand people live there, which is 2.3% of the region’s population.
According to Evgeniy Zryumov, some residents have already resolved the issue of watching TV on their own - they connected to satellite or still caught a signal from the nearest repeater. However, there are still some households where the service is not available.

They will be able to watch digital TV via satellite. The government of the Altai Territory signed an agreement with three satellite television operators - MTS, Orion, NTV Plus. These companies are ready to provide residents from villages with unstable signals with 20 digital channels from digital multiplexes for free.
Deputy Minister of the Ministry of Telecom and Mass Communications of the Russian Federation Alexey Volin said that there were cases of fraud in Russia. The attackers sold people regular set-top boxes at exorbitant prices or told people that they needed to subscribe to certain paid services because all television would be turned off. Evgeny Zryumov said that no such cases were recorded in the region.
How to connect digital television in the Perm region
Starting from June, Perm officially switched to digital television. Therefore, everyone can start watching DVB-T2 series in high quality, without picture delays. As mentioned above, depending on the distance to the broadcasting towers (RTRS-1 and RTRS-2), you will have access to either 10 or 20 channels. Their number can be increased by having a more powerful antenna and pointing it towards the tower, which supports both RTRS-1 and RTRS-2.
If you are going to watch digital TV on several devices at the same time, you may need an active antenna. Otherwise, the image quality is divided by the number of connected devices. In the case of an active antenna, this problem in itself is resolved. The same applies to a bad signal, when you cannot automatically connect to the server to configure channels and have to do it manually. If you live in the city, or someone in your area already uses DVB-T2 digital television, then an external small antenna on the window is enough for you. After all, the signal is also picked up from neighbors.
Compensation for the purchase of equipment for digital TV: who can receive
The government of the Altai Territory will compensate low-income citizens and people in difficult life situations for the costs of purchasing equipment for watching digital TV.
Financial assistance for the purchase of a set-top box is no more than 1 thousand rubles, for the purchase of a satellite kit - no more than 4.5 thousand rubles. These amounts cover 100% of the subscriber's costs.
The regional budget has allocated 7.6 million rubles for compensation; more than 900 thousand rubles have already been claimed, said Evgeny Zryumov.
Evgeny Zryumov, Minister of Digital Development and Communications of the Altai Territory:
I am sure that by the end of May, citizens will still apply for this financial assistance, and it will be available until the end of 2021. Our position here is clear: do not leave people alone with problems.

The minister explained that this financial assistance is not taken into account when providing other support measures to low-income citizens. That is, they can simultaneously claim other benefits that they are entitled to through the Ministry of Social Protection.
Evgeny Zryumov, Minister of Digital Development of the Altai Territory:
We always meet citizens halfway. Sometimes we look at a person’s income above the subsistence level. And it seems that he is not among those who are entitled to financial support. But then we see other things - the costs of medicines or other life-sustaining items are significant. That is, in fact, a person has very little left to live. In such cases, we provide financial assistance for the purchase of TV equipment.
Residents of the Altai Territory will switch to digital television broadcasting in 2021. What do you need to know about this?

Residents of the Altai Territory will switch to digital television broadcasting in 2021. What do you need to know about this?
The Ministry of Communications of the Russian Federation has approved the dates for switching off analogue television broadcasting. Altai Territory will switch to digital television on June 3, 2019. What free channels will be available to residents of the region and what do you need to know about the transition to a new TV format? We answer the main questions.
Will everyone get access?
Digital broadcasting is replacing analogue. According to the law adopted by the State Duma, twenty TV channels, the so-called first and second multiplexes, are available in digital format for free to all residents of the Russian Federation: Channel One, Russia 1, Match!, NTV, Channel 5, Culture, Russia-24, Karusel, OTR, TVC; second multiplex: Ren-TV, Spas, STS, Home, TV-3, Friday!, Zvezda, Mir, TNT, Muz-TV.
How will the transition work for TV viewers?
Everyone will have access, but the method of receiving a TV signal varies depending on the area of residence, as well as the make and model of the TV.
A digital terrestrial broadcasting network has been built across most of the country. All cities with more than 50 thousand inhabitants are included in the broadcast area of this network.
But if the settlement is smaller, it is worth checking whether it is on the list of settlements outside the digital terrestrial broadcasting zone. This list is published on the website of the Ministry of Digital Development, Communications and Mass Media: https://digital.gov.ru/uploaded/files/np-vne-zonyi-tstv.pdf
If your locality is not on the above list, and your TV was released in the 2010s, you don’t have to worry and do nothing: the network will automatically switch from analogue to digital broadcasting.
And of course, if you are already a user of cable, satellite or IPTV, and you are not going to change anything, turning off analogue broadcasting will not affect you in any way.
What if I have an old TV?
If the TV was purchased in the last 20-25 years, you will need to buy a special DVB-T2 set-top box. It decodes the signal into digital format, and the problem will be solved. If the TV is older, then, unfortunately, it will have to be replaced.
What to do if your place of residence is in an area where there is no digital terrestrial broadcasting network?
Those who find themselves outside the coverage area of the digital terrestrial broadcasting network will also be able to watch twenty channels of the first and second multiplexes for free, but through the networks of satellite operators that operate in your region.
To connect to free multiplexes, a resident will need to independently purchase and install equipment for watching TV from any satellite TV operator.
Operators are already offering customers preferential packages with twenty free channels. A complete set of equipment will cost 4,500 rubles. And it is already available for connection. But only to those who actually have the right to connect, i.e. lives outside the digital broadcasting zone. That is why, when purchasing equipment at a discount, you will need confirmation of registration or ownership in an area not covered by DTV.
Will the costs of purchasing equipment from satellite operators be reimbursed by the authorities?
Compensation for the purchase of equipment is possible. But its format and size are determined by regional authorities, and apparently compensation will be offered only to socially vulnerable segments of residents. It should be borne in mind that even these people will still have to spend money: in a number of regions, compensation will only partially cover the costs of purchasing and installing equipment. To receive compensation, you must contact your local administration or public services center.
Are there any alternatives?
Taking into account the fact that the subscriber will still have to buy equipment for watching TV, it makes sense to look not only at the free 20 channels, but to study alternative offers on the market.
And in addition to standard free channels, choose interesting additional packages from cable or satellite operators. For example, at MTS, a set of more than 200 paid channels for every taste as part of the current New Year’s promotion will cost almost 1 thousand rubles less than a set with 20 channels for free access.
When are you planning to switch to digital and switch off analogue?
On June 3, 2021, in the Altai Territory, analogue TV channels will begin broadcasting an information screen about the transition of the corresponding region to digital TV. After a week the transmitter will be turned off.
In any case, it is better not to postpone the purchase of equipment for watching TV in anticipation of generosity from the state in the form of subsidies (which are also not issued at once), but to solve the problem now so as not to wait until the moment when satellite dishes, DVB-T2 set-top boxes and All neighbors will flock to new TVs.

Where to watch local news after turning off analog TV
Altai State Television and Radio Broadcasting Company programs have already entered the first digital multiplex and will, as usual, be broadcast on the Rossiya 1 and Rossiya 24 channels.
The Katun 24 TV channel won the competition and is now located on 21 buttons in the networks of cable television operators. The channel will continue to broadcast only in analogue format. His frequency license was extended until 2021.
If your TV supports analog and digital broadcasting at the same time, then watching “Katun 24” will not be difficult - it will “see” the channel, just like multiplexes. Those who use a digital TV set-top box will have to turn it off to watch a regional channel.

The fate of municipal television remains in doubt. At the beginning of April, the State Duma of the Russian Federation adopted the law “on 22-buttons”, where such channels can be located. Andrey Abramov, general director of the Siberian Media Group, which includes the Tolk TV channel (Barnaul, Biysk), said that the company is monitoring this bill and is interested in participating in the competition.
What will happen to small TV channels in the regions and small towns of the region is not yet clear.
How to set up digital channels in the Krasnodar region
There are two options for setting them up – automatic and manual (adjustment). I think everyone understands the automatic option. We connected the DVB-T2 tuner and antenna, or if the tuner is built-in, then just connect it to the antenna, and we described above how to select it. It is recommended to go to the Google map at the request of searching for towers in the Krasnodar, Perm, or Altai Territories, depending on where you live. See what is the distance from you to it and select the option that supports all channels, this is the RTRS-1 and RTRS-2 access point.
If there is a distance to it, then you should point the antenna specifically in the direction of the antenna (this applies to remote settlements). If there are no problems with this, then just go to the tuner settings and go to the channel search section. Select automatic mode and start the search. After some time, the tuner will automatically connect all free DVB-T2 channels, and all you have to do is enjoy watching digital television! In the case of a manual search, you will have to search for channels using a brute force method, changing the type of connection, as well as frequencies.
