How is the digital terrestrial television (DTTV) network developing in Chuvashia? What problems do telecom operators face? Will digital television be available to every resident not only of the capital, but of the entire republic? These and other issues were discussed on August 5 at a meeting of the regional working group on the development of digital television and radio broadcasting, chaired by the Minister of Information Policy and Mass Communications of the Chuvash Republic, Alexander Ivanov. The meeting was attended by the heads of the Roskomnadzor Office for the Chuvash Republic - Chuvashia, the branch of the RTRS "RTPC of the Chuvash Republic", the branch of the Federal State Unitary Enterprise "RFC Central Federal District" in the Volga Federal District, representatives of the regional executive authorities.

Let us remind you that as part of the implementation of the federal target program “Development of television and radio broadcasting in the Russian Federation,” 42 communication facilities will be built on the territory of Chuvashia. According to the RTRS branch “RTPC of the Chuvash Republic”, there are currently 16 digital broadcasting facilities of the first and second multiplexes (channel packages) operating in test mode in the region. Each of the multiplexes includes 10 all-Russian TV channels in modern digital quality of the DVB-T2 standard. There is no need to pay a subscription fee to watch these channels.

“Our main task today is to systematize all existing problems, first of all, at the legislative level,” emphasized Alexander Ivanov, Minister of Information Policy and Mass Communications of the Chuvash Republic. — All residents of the republic, regardless of whether they live in the countryside or in the city, should be able to watch 20 federal television channels in high quality for free. In addition, it is necessary to ensure that the population is informed about the possibility of receiving digital television.”

As the director of the RTRS branch “RTPC of the Chuvash Republic” Dmitry Averbakh said, the total coverage of the region’s population with the signal of the first multiplex today is 81.3%. At the request of broadcasters, a number of already built transmitters of the second multiplex network were switched to standby mode. Until 2021, programs from the second multiplex will be broadcast only in cities with a population of more than 50 thousand, that is, in the case of the Chuvash Republic - in Cheboksary and Novocheboksarsk.

The main difference between digital television and analogue is the fundamentally high-quality level of broadcasting. Wherever the TV viewer is – in the city or in the outback – there will always be a high-quality picture on TV screens. To receive DTTV on a new TV that supports the DVB-T2 standard, you only need a UHF antenna. For an old analog TV, in addition to the antenna, you also need to purchase a special set-top box.

As experts noted at the meeting, sometimes even the presence of a set-top box and antenna cannot guarantee reliable signal reception. For example, the reason for this may be the distance from the TV station or the neighboring reinforced concrete building. First of all, this is relevant for residents of large cities with a predominance of dense multi-storey buildings. Problems also arise for residents of the first floors of multi-storey buildings, since guaranteed signal reception is provided at a height of at least 10 meters.

According to experts, the best solution to the problem would be to place a single (per house, entrance) antenna for collective reception of terrestrial signals, which will help strengthen the signals from the TV tower. According to building codes, such structures must be provided at the design stage of new houses, but in most cases these requirements are not met. Industry representatives proposed to legislate at the regional level the process of installation and maintenance of collective reception antennas, as was done, for example, in Tatarstan.

Also, members of the working group discussed a draft agreement on cooperation in the field of development of television and radio broadcasting between the Cabinet of Ministers of the Chuvash Republic and RTRS. According to Dmitry Averbakh, the agreement is aimed at the practical implementation of the construction of the CETV network in the region, including resolving current pressing issues in the industry, increasing not the theoretical, but the practical coverage of the population with digital television programs.

Director of the National Television and Radio Company of Chuvashia Alexey Belov spoke about the prospects for broadcasting the National Television of Chuvashia in digital format. The adoption of the bill on the “21st button” at the federal level has opened up new opportunities for National TV. The status of mandatory public channels of a certain subject of Russia can now be obtained by those regional channels whose products contain at least 75% of television programs of their own production, and which are broadcast in the territory of residence of at least 50% of the population of the corresponding subject of the Russian Federation. Currently, appropriate criteria for selecting TV channels are being developed at the federal level.

As Alexey Belov reported, National Television of Chuvashia is represented in all existing networks of cable operators in the republic. Obtaining the status of a mandatory public television channel will allow National TV to broadcast in all municipalities of Chuvashia.

The main areas of state support outlined in the draft document are the development of healthcare, education, culture, sports, and public infrastructure.

The head of the republic, Mikhail Ignatiev, recalled that since 2015, the republic has implemented the activities of the “Live Together - Build Together!” program, including in the above-mentioned areas and directions.

In accordance with the upcoming Decree of the Head of Chuvashia, it is planned to allocate an additional 1 billion rubles for the development of healthcare in 2021. The funds are expected to be spent on major repairs of medical organizations in the republic and updating the material and technical base of medical organizations.

“About 60 percent of healthcare institutions have been overhauled. Our task is to find additional funds to overhaul all healthcare institutions within 5 years,” the Head of the Republic emphasized.

The same task for the five-year period is set for the overhaul of secondary schools. To date, half of the secondary schools have been overhauled. An additional 1.2 billion rubles will be allocated in the republican budget for 2021 to further strengthen the material and technical base of educational organizations. Of these funds, 910 million rubles will be allocated for the overhaul of educational institutions and kindergartens, 200 million rubles for the purchase of new furniture for primary school students and 90 million rubles for the modernization of the material and technical base and the overhaul of health camps.

Another 500 million rubles are proposed to be spent on repairs and equipping municipal archives, libraries, cultural and leisure institutions with new equipment, updating the library fund, strengthening the material and technical base of institutions for additional education of children in the field of culture.

The same amount of funds is planned to be allocated in 2021 for the construction and reconstruction of flat sports facilities and strengthening the material and technical base of existing sports facilities. Mikhail Ignatiev emphasized that within 5 years it is necessary to develop sports infrastructure in the community and update school stadiums as much as possible. This will allow by 2024 to increase to 55% the share of the republic’s population systematically involved in physical education and sports.

“We are actively interacting with the Russian Ministry of Finance, effectively managing public finances, and for 2021, according to preliminary calculations, we will receive additional funds for the development of these areas,” said the Head of Chuvashia.

Another task of the Government of the Republic is to create comfortable living conditions in rural areas, including providing villagers with high-quality drinking water. Thus, it is planned to bring water wells and water towers into technically good condition, which will improve the reliability and quality of water supply for a quarter of the population living in rural areas. It is proposed to allocate 200 million rubles for these purposes in 2021.

In total, it is proposed to allocate a total of 3.4 billion rubles for the implementation of the Decree in 2021.
