IPTV: a short educational program

Digital television in Belarus

IPTV appeared for the first time in Belarus from the state operator Beltelecom. Later, the largest private Internet operator Atlant Telecom began to provide this service.

Now digital television is available not only from Internet operators. A similar service is provided by mobile operators - MTS (MTS TV) and velcom (voka).

Initially, digital television was promoted as a separate service. Now providers have begun to include it in Internet packages, which was the beginning of the promotion of comprehensive tariffs in Belarus.

“According to a survey conducted by the Internet operator Atlant Telecom among its subscribers, every second participant is an IPTV user. This suggests that digital television is replacing conventional broadcast technologies in Belarus,” says Andrei Burdei, technical specialist for IPTV at Atlant Telecom.

In the development of digital television, Belarus is one of the world leaders. According to research by Point Topic, Belarus ranks 15th in the world in the distribution of digital television. The report notes that over the past year the share of interactive television viewers increased by 12%. Experts believe that by 2021 the share of IPTV in Belarus will be higher than all other types of television.

Similar statistics were recently published by the Ministry of Communications and Information of the Republic of Belarus. Summing up the work for January-July 2021, the department noted that the number of IPTV subscribers increased by 84.2 thousand and as of July 1, 2016 amounted to 1.395 million. At the same time, the report states that commercial terrestrial digital television broadcasting services More than 119.6 thousand subscribers took advantage of it. At the same time, the number of ZALA Internet television (OTT) subscribers increased by 8.8 thousand subscribers and as of 07/01/2016 amounted to 19.2 thousand subscribers.

“The global picture of IPTV development looks positive, largely due to the CIS countries. The fact is that European countries and the United States are strongly tied to cable operators. For a long time we were tied to analog television, and now we have made a sharp leap in new broadcast technologies,” a technical specialist comments on the statistics.

Analog terrestrial television in Belarus was turned off back in May 2015 in order to fulfill its international agreements on the transition to digital broadcasting. Belarus assumed these obligations in accordance with the documents adopted in Geneva in 2006.

The main trend that can be observed in the TV market is a steady increase in interest in interactive IPTV functions, which we will consider below.

Another trend that will soon spread to Belarus is the spread of Ultra HDTV technology. In Belarus, in the future there will be channels that broadcast in 4K Ultra HD format. The technology provides image clarity many times greater than standard and high definition television. TV manufacturers and TV service providers are preparing for this transition, and Internet operators are no exception.

It is worth saying that Belarusian national channels are still lagging behind and are just about to switch to the High-Definition (HD) format, while Western content providers are already preparing to switch to Ultra HD.

A typical IPTV viewer – who is he?

According to a survey conducted by Atlant Telecom, viewers spend more than 2 hours a day watching IPTV. The greatest activity is observed from 20:00 to 22:00 hours.

At the same time, it can be stated that IPTV in Belarus is family television. More than 55% of respondents have a family of 3-4 people. IPTV viewers are distributed by age as follows: from 26 to 35 years old – 45.2%, from 36 to 45 years old – 23.1%, over 45 years old – 14.2%.

A typical IPTV user is a man 26-35 years old, whose family consists of 3-4 people, each family member watches television. As a rule, he has 1 or 2 TVs at home.

The majority of survey participants use IPTV on a personal computer – the share of such respondents reaches 61%. About 37.2% of respondents watch interactive television using a set-top box. Smart TV is preferred by 24.3% of people, and the share of mobile IPTV viewers is about 12%.

The rating of the most popular channels is as follows: TNT, National Geographic, TV 1000 Action, Belarus 5, Nickelodeon, MTV, Euronews, NTV.

How is the channel list formed?

The process of creating a list of channels is quite labor-intensive. As a rule, they are formed according to popularity ratings. The more popular the channel, the more expensive the right to broadcast it costs. Therefore, IPTV a priori cannot be a free service.

Sometimes certain channels stop broadcasting, and most often this happens through no fault of the operator. 1.21 The cost of services within the MTS TV Service is determined by the Operator.

1.22 The Subscriber is considered to have accepted the Terms if:

in the MTS TV application;

— sent an SMS or USSD request;

— clicked the appropriate button or “Connect” link in the Internet assistant, in the “My MTS” mobile application;

1.23 The MTS TV service can be used to search and view Content by ordering a Content service, while ordering a Content service is available only to MTS Subscribers. The cost of the content service for access to Content is determined by the Operator. The volume of incoming/outgoing Internet traffic when transferring data when using the MTS TV service is charged according to the rules for the provision of services within the MTS TV service.

2. Provision of the MTS TV service:

2.1. The MTS TV service is available only to MTS Subscribers - individuals or legal entities, individual entrepreneurs, served on all MTS tariff plans, with the exception of: tariff plan "MTS Guest", "Guest 30", "Guest 7", "Super Max (guest )" and other tariff plans for non-residents of the Republic of Belarus, as well as subscribers who do not have a registration mark on the territory of the Republic of Belarus in their identity document.

2.2. The Subscriber agrees that MTS may, at its sole discretion and without prior notice, suspend or terminate the provision of the MTS TV Service (or its functions), both to one and all users. The Subscriber, by agreeing to the Rules for the provision of the service, hereby gives consent to receive, collect and store, within the time limits approved by law, information about the phone number specified during registration in the service, the type of device and the type of Internet connection used when authorizing in the service;

2.3. MTS may at any time terminate the provision of the MTS TV service if (A) the Subscriber violates any clause of these Terms; or (B) MTS will be forced to do so in order to comply with the law; or (B) MTS for any other reason decides to terminate the MTS TV service.

2.4. MTS has the right to refuse to provide the Content service if it is not technically possible to provide it.

3. Procedure for connecting/disconnecting Services:

3.1 You can connect in accordance with the rules for the provision of each of the service’s services.

3.2 The Subscriber’s performance of the actions specified in clause 3.1 of these Rules means the Subscriber’s consent to connect the Service in accordance with these Rules and the Rules for the provision of the Service, to transfer to third parties engaged by the Content Provider to provide the Service, data identifying the Subscriber (in particular, mobile phone number of the Subscriber), as well as to receive technological non-tariff SMS messages reminding the Subscriber about the content, cost, and procedure for refusing to provide the Service.

3.3 You can disable it in accordance with the rules for the provision of each of the services.

3.4 Disconnection occurs within 15 minutes after the subscriber sends the corresponding request.

The Subscriber agrees that after the expiration of the period for which it is connected, if there are sufficient funds in the Subscriber’s Personal Account to pay for its renewal, the Service is automatically extended with charging and debiting of funds in the manner prescribed by these Rules and the Rules for the provision of this Service.

Tariffing for services occurs through a one-time, one-time debit of funds from the subscriber’s personal account. Further, during automatic renewal:

— services with daily tariffing — tariffing occurs at the beginning of each current day in case of a sufficient amount of funds, as well as when the subscriber number is partially blocked;

- services with a 30-day tariff - tariffing occurs by one-time debiting of funds from the subscriber’s personal account for the next thirty calendar days of using the service in case of sufficient funds, as well as when the subscriber number is partially blocked

- services with monthly tariffing - tariffing occurs on the 1st day of the calendar month by a one-time debit of funds from the subscriber’s personal account for the next calendar month of using the service if there is a sufficient amount of funds, as well as if the subscriber number is partially blocked

— Content and functionality are provided when using other switching technologies;

4.2. Suspension and resumption of the provision of Services:

If there is a “Forced” block on the subscriber’s personal account at the time of tariffication (the provision of basic outgoing and incoming communication services is suspended), attempts to resume (extend) the provision of the Service occur at the beginning of each calendar day before the onset of the “Final block”:

— for subscribers with an advance payment method, renewal (extension) of Services occurs subject to sufficient funds in the subscriber’s personal account.

— for subscribers with a credit payment method, renewal (extension) of Services occurs on the condition that writing off the cost for using the service will not lead to exceeding the credit limit established for the subscriber number.

At the beginning of each new period of automatic renewal of the service, a check is made to see whether the service(s) was renewed (extended) in the previous period (whether the subscriber left the “Forced” block on the previous day) and if the Service ( i) was (are) renewed, then tariffication is made for the current period. If at the time of charging the subscriber is in “Forced” blocking, but over the past day he has left it, then charging is not carried out, the check is postponed to the next day, and so on until the subscriber leaves the “Forced” blocking. As the subscriber exits the “Forced” blocking, funds are debited in full for the period when the subscriber’s Service was renewed (extended) and he could use it, but the use of the Service(s) was not charged.

4.3. For subscribers in roaming, tariffs for Services are made in accordance with the current price list of tariffs for , Regulations on the system of discounts for services.

4.4. Subscribers in roaming are not provided with access to viewing content within the Services. Tariffing for Services is carried out in accordance with the procedure established by these Rules. Tariffing of incoming/outgoing mobile Internet traffic for this category of subscribers used to view Content accessed within the framework is carried out in accordance with the tariffs for or “GPRS (1 MB)”, in accordance with the Rules for the provision of services, as well as the current price list tariffs for international roaming services of Mobile TeleSystems JLLC.

4.5. Tariffing of outgoing (incoming) technological SMS messages from (to) dedicated technological short numbers 2200, 6030, 2770, 6360, 6250, 6550, 6780, 6540, 6260 and 8790 for Services within the MTS TV service when located in the radio coverage area of ​​SOOO " Mobile TeleSystems" is not produced. When in roaming, incoming SMS messages from dedicated short numbers are charged at a rate in accordance with the current price list of tariffs for international roaming services of Mobile TeleSystems JLLC; outgoing SMS messages to dedicated technological short SMS numbers are charged at a rate in accordance with the current price list of tariffs for international roaming services of Mobile TeleSystems JLLC.

5. Terms of provision:

5.1. Provision of one subscription can be carried out simultaneously on no more than 5 devices (computers, tablets, smartphones and other devices), with the exception of “TV Box+”. Provision of “TV Box+” under one subscription can be carried out simultaneously on no more than 7 devices (computers, tablets, smartphones and other devices).

5.2. MTS mobile and fixed Internet traffic for viewing TV Content and SVOD content within the MTS TV service is not charged;

5.3. When using the MTS TV service with connected services within the service, the Internet traffic quota at unlimited speed within the framework of services that provide an unlimited amount of Internet traffic is not consumed. If the Internet traffic quota at unlimited speed has already been used on other Internet resources, the data transfer speed does not decrease during use.

5.4. By placing an Order for any of the Services, the Subscriber confirms his agreement with these Rules.

5.5. Viewing the content, a link to which was received when using the MTS TV service, is not guaranteed if the Subscriber Equipment does not support the format necessary for its playback and viewing of this content.

5.6. The Subscriber has the right to use the Content obtained through the Service only for personal purposes and not to use it for distribution by selling or otherwise alienating the Content to third parties. The Content Provider and the Operator are not responsible for the Subscriber’s illegal actions.
