“For the last few years I have been running and testing technologies that allow broadcasting a video stream over the Internet,” says Pur Ivanov, the ideologist of the Torrent-TV service. — All this time I was thinking about the idea of ​​a service that would allow a large number of users to watch television online.

If five people are watching a program on Torrent-TV and a sixth person joins them, he can receive the picture simultaneously through five streams. Simultaneously with viewing, the sixth user himself becomes a distributor, which improves the quality of the broadcast. And so on ad infinitum. That is why a large number of viewers is not a problem, but, on the contrary, a desirable phenomenon.

From a legal point of view, the situation looks ambiguous. Only a cache is stored on the user's computer - encrypted and unidentifiable information that cannot be played back as a video file. In addition, the cache can be deleted at any time. The question of the responsibility of service owners remains open. After all, you have to pay to watch, for example, NTV-Plus.

— In 2011, the television company began monitoring the Internet to combat the illegal placement of content, the rights to which belong to OJSC NTV-PLUS. During ongoing monitoring, sites that illegally broadcast TV channels are identified. Written complaints are sent to them. Just recently, ten sites have stopped illegal broadcasting. For the rest, appropriate additional measures are being taken,” the press service of OJSC NTV-Plus commented on the situation.

With open channels the situation is not much simpler. It would seem that there is no point in banning their broadcast, since the same thing can be watched on TV completely free of charge. The head of the VGTRK website directorate, Marat Akhmedzhanov, explained the channel’s position on this matter.

— Sites that broadcast our broadcast make money from it (for example, by placing media advertising). In this case, VGTRK receives nothing. There is another problem. Licenses for certain programs (for example: some foreign feature films, sports broadcasts) apply only to broadcasting. And if some enthusiast takes an over-the-air signal and broadcasts it on the Internet, problems arise for us. Because in this case, the TV channel, in fact, is forced and uncontrollably, against its will, violating the terms of the license,” says Akhmedzhanov.

— Thus, we are against rebroadcasting our programs without the consent of VGTRK. We are as flexible as possible in the distribution of our content, ready for different interaction options: traffic exchange, distribution of advertising revenue, etc. But we are in favor of legal registration of cooperation,” noted Mr. Akhmedzhanov.

“We have signed agreements for broadcasting on the Internet with several channels,” notes Vladimir Popov, administrator of the Torrent-TV project. — With all the others, the situation is this: sometimes the channel itself does not have the rights to broadcast on the Internet and, accordingly, it cannot transfer them. Of the 180 channels with which I spoke, it was possible to conclude contracts with only 20. In any case, we will not conflict: upon request, we are ready to remove channels from broadcasting.

You can watch Torrent-TV either using a video player or through an Internet browser. In both cases, you will also need to install additional software, which is the “heart” of the service. Currently there is only a version for Windows, the developers promise to add Mac support in the near future. There is only one limitation: the user’s Internet channel must provide a speed that allows you to watch streaming video (1 Mbit/s is usually enough).

“Torrent broadcasting” technology allows you not only to watch existing broadcasts, but also to organize your own according to the same principle. In the future, the creators of Torrent-TV want to turn the site into a platform for creating custom video broadcasts.

— We launched broadcasts of TV channels only because it was necessary to give impetus to new technology. I can say that people have already joined the process. Already, some channels are broadcast by users themselves,” noted Vladimir Popov, administrator of the Torrent-TV project.

The owners of projects that offered viewing of Russian and foreign TV channels at a relatively low price disappeared into thin air. All this was very similar to piracy, but the Torrent-TV website and similar projects were not prohibited, they even agreed with the copyright holders. Hundreds of people paid money for subscriptions, but never received services. Now the police are looking into this matter.

In 2012, a website appeared on the RuNet offering a completely new service - watching broadcast and satellite television using torrent technologies. The principle of operation was similar to conventional torrent networks, where users exchange fragments of files. On Torrent TV, viewers exchanged “pieces” of the video broadcast. And each new user himself became a distributor, which improved the quality of the video. Accordingly, the more simultaneously connected viewers, the less buffering and the better the picture.

The new technology required the use of new software - in order to watch Torrent TV, the user had to download additional plug-ins. Subsequently, the site added the ability to create custom video broadcasts and expanded its product line. So the number of TV channels has exceeded a thousand: from basic Russian ones to rare foreign ones. Various types of subscriptions have appeared - from one-day to lifelong. The maximum price for the last one was 10 thousand rubles.

The question of the authors of the project remained open. The domain torrent-tv.ru is registered to the offshore company Taman Management Ltd, located in the Virgin Islands. The contact details of the company indicate the telephone number of the Beeline operator. But Torrent TV is not the only asset of Taman Management Ltd; it also owns the sites 1ttv.org, telezombi.ru, nnm-list.ru and others. Everyone was in one way or another involved in distributing broadcasts of satellite and terrestrial channels. Nnm-list.ru, like Torrent-TV, sold subscriptions, but almost certainly just took the picture from the main site.

The point concerning the legality of Torrent TV and its subsites was controversial. In 2013, Russia adopted the Federal Law “On Amendments to the Legislative Acts of the Russian Federation on the Protection of Intellectual Rights in Information and Telecommunications Networks,” popularly nicknamed the “law against the Internet.” The document provided for the possibility of blocking sites containing unlicensed content at the request of the copyright holder. But the Torrent-TV website and similar portals continued their work as if nothing had happened.

According to Rosbalt, copyright holders several times expressed certain complaints to the project owners. And the site’s creators met them halfway. Thus, Torrent-TV stopped broadcasting channels of the Discovery family, NTV-Plus movie channels and the premium line of the Match! subholding. The portal was also not listed in Roskomnadzor’s register of prohibited sites. The project had a large number of subscribers (the group on the social network VKontakte has about 35 thousand people).

Especially for users, promotions were regularly held to reduce prices for basic subscriptions. The last one happened on New Year's holidays. A certain part of the audience fell for the attraction of unprecedented generosity by purchasing subscriptions. The collapse came two and a half months later.

In mid-March, the portal stopped working; broadcasts of all channels were unavailable. Clients began to sound the alarm and write angry messages on the project’s pages on social networks. Later, a number of users received letters with the following content: “A serious accident occurred in the data center, the services of which Torrent-TV uses. If the repairs proceed as normal, a trial launch of the service is expected after 18:00 Moscow time on Monday, March 18.”

But no launch happened. Site administrators stopped communicating and responding to subscribers, and the ability to comment in the VKontakte group was disabled.

“Damn, they screwed us badly. I purchased 2 accounts with lifetime access to 2 TVs. I paid something like 5000 rubles + 1000 rubles for additional TV. Total 6,000 rubles * 2 accounts, total 12,000 rubles. As a result, I managed to see enough for about a year, and then the shop closed,” complained one of the deceived users.

Two weeks later, an appeal to users was published on the project page. The authors of the message blamed a certain beneficiary for the incident, who “appropriated all the money for personal needs and for the needs of his personal business.”

“If the beneficiary suddenly begins to make efforts to restore the service, then there are still options. If not, then we will contact the regulatory authorities and publish the whole story from beginning to end. Unfortunately for us today <...> the beneficiary claims that he does not care deeply about employees, partners, the project and its users,” the message said.

But since then, the beneficiary’s “colleagues” have not released any information. After the incident, the deceived users contacted the police. As one of the victims, Arkady, told Rosbalt, the application to law enforcement agencies contains a request to find out the person who owns the nnm-list.ru domain.

“There is no news yet, the police must submit an official request to nic.ru (the largest Russian domain registrar - RB). Next we will file a lawsuit,” he said.

The exact number of those deceived is unknown. There are about 500 people in the thematic chat on Telegram, and about a thousand people have registered on a specially created website.

The identities of the owners of the site that deceived their customers still remain a mystery. Rosbalt can name at least one person who was definitely involved in the project. Former colleagues claimed that he disappeared without a trace and has not been in touch. We found it.

In July 2010, St. Petersburg resident Vladimir Popov established the limited liability company Demos Telecom, taking Evgeny Serebryakov as his partner. As follows from the Unified State Register of Legal Entities, the organization was registered at building 33, letter A on Morskaya Embankment, its main activity was communication based on wired technologies.

A few years later, Demos Telecom registered a number of domain addresses that coincided with the name of the Torrent-TV website. Among them: storage-1.torrent-tv.ru, storage-2.torrent-tv.ru and so on, according to data from the IPv4info service. During registration, an email matching Popov’s initials was indicated as contact information, as well as another mailbox. One of the domain addresses (storage-2.torrent-tv.ru) was updated a day before the “death” of Torrent-TV.

Together with Serebryakov, Vladimir Popov founded several more companies, including Hyperstream LLC. For her, JSC Technopark of St. Petersburg provided assistance, it follows from the corresponding decision of the arbitration court. A few months before the disappearance of Torrent TV, Hyperstream LLC was liquidated. In 2015, Popov and Serebryakov created Content Service LLC (engaged in activities in the field of radio broadcasting), three years later the company also ceased to exist.

It is not known whether Serebryakov is related to the Torrent-TV website, but a person with similar data is in the project’s community on VKontakte. He hasn't been online for a long time.

After the closure of Torrent TV, Vladimir Popov deleted his page on the VKontakte social network (his Instagram account is active).

Former colleagues in chats and forums said that they were “dumped” - they allegedly had neither money nor equipment left.

“When the beneficiary started asking questions on VK, he deleted his page and the owner of the public page became an employee who worked in support (support - RB),” noted one of Popov’s colleagues.

The site team stated that the man did not make contact with them; former users suggested that he had fled abroad. Rosbalt journalists were able to get in touch with a St. Petersburg entrepreneur. Vladimir Popov confirmed his attitude towards Torrent TV, but stated that he “left the project a long time ago.”
