Digital broadcasting of the second package of television and radio programs in the region will be included until the end of 2015

This information was announced by the acting head of the Department of Industry and Communications of the Oryol Region, Gennady Parakhin, at a staff meeting in the regional administration.
He said that a system project has been developed in the Oryol region, providing for the construction of a digital terrestrial broadcasting network.
The project is financed from federal funds within the framework of the federal target program “Development of television and radio broadcasting in the Russian Federation in 2009-2015.”
The actual costs of building a digital broadcasting network in the Oryol region amounted to more than 1 billion rubles.
The construction of a digital television network in the Oryol region is being implemented in 5 stages.
The first stage is the construction of digital radio and television transmitting stations at existing facilities in the cities of Bolkhov, Dmitrovsk, Mtsensk, village. Korsakovo and village Cool (Livny).
As of March 2015, the first stage facilities were fully built and put into operation. At all facilities of the first stage, equipment was installed for broadcasting television and radio channels of both the 1st broadcast package (10 digital TV channels and 3 digital radio channels) and the 2nd (10 digital TV channels).
However, currently, two packages are broadcast simultaneously only at the Krutoe facility in the city of Livny.
The second stage facilities have been partially built. Currently, antenna mast devices have been built in the city of Orel and the village of Khotynets, and technological equipment has been installed and put into operation.
In the third quarter of 2015, it is also planned to build a node for forming a regional multiplex of the second package in the city of Orel.
The third stage is the construction of antenna mast structures and digital stations in the village. Verkhovye, Vysokoye village (Mtsensk district), village. Dobry (Orlovsky district), village. Long, town. Lay down, town. Zmievka, s. Znamenskoye, town. Kolpny, Novosil, village. Pankovo (Novoderevenkovsky district), Telazhye village (Verkhovsky district).
Working documentation for all objects of the third stage has been developed and passed the state examination, and construction permits are currently being issued for these objects.
As part of the fourth stage, it is planned to build antenna mast structures and digital stations in the following settlements: the village of Bolotovo (Orlovsky district), the village of Gremyachevo (Glazunovsky district), the village. Bolshoye Kolchevo (Kromskoy district), Maloarkhangelsk, town. Pokrovskoye, village of Selikhovo (Uritsky district), village. Soskovo, Verkhososenye village (Pokrovsky district), village. The objects of the fourth stage also have documentation that has passed the state examination.
At the fifth stage, the construction of a digital radio relay line will be carried out.
In addition, the Department of Industry and Communications of the Oryol Region has established interaction with the Federal Agency for Subsoil Use and Oreloblekonadzor to resolve the issue of installing antenna mast structures in the village. Shablykino.
The main coverage areas are created by on-air stations with transmitter radiation power from 1 to 5 kW in 16 large settlements in the region.
The remaining shaded local areas are covered by the broadcast of 10 terrestrial stations with transmitter radiation power of 250-500 W.
Broadcasting of 1 multiplex is carried out on the 26th, 33rd, 39th and 46th television channels, 2 multiplexes - on the 23rd, 41st, 43rd and 59th television channels.
In accordance with the project, 26 new construction sites have been identified in the Oryol region.
As part of cooperation between the Russian Television and Radio Broadcasting Network and the Government of the Oryol Region, work has been organized to develop the regional television channel “First Regional”.
Currently, equipment for broadcasting regional TV has been installed and put into operation in the cities of Mtsensk, Livny, Bolkhov, Maloarkhangelsk and the village of Kolpny.
The issue of organizing broadcasting in the city of Dmitrovsk and the village of Pokrovskoye is being resolved.
The technical possibility of on-air digital broadcasting of the regional TV channel in other populated areas will appear as individual analogue broadcasting channels are switched off and frequency resources are freed up.
According to Gennady Parakhin, an issue that requires increased attention from the heads of municipalities is the state of collective TV reception systems in multi-apartment residential buildings.
The quality of the received TV signal, including digital, largely depends on this.

Activities for the transition from analogue to digital terrestrial television broadcasting are carried out as part of the implementation of the Federal Target Program “Development of Television and Radio Broadcasting in the Russian Federation for 2009-2018,” reports the press service of the Oryol ORTPC.
Residents of the region will have the technical ability to watch digital television. Ten all-Russian mandatory public television channels of the First Multiplex cover 99.98% of the population of the Oryol region.
From January 1, 2021, throughout the entire region, the population will have access to 10 more television channels of the RTRS-2 package (STS, TNT, RenTV, Pyatnitsa, Spas, Domashny, Zvezda, TV3, Mir, MuzTV).
Digital terrestrial television and radio broadcasting is a real and publicly available opportunity for everyone to receive up to 20 TV channels in digital quality for free with regional inserts on the channels “Russia-1” and “Russia-24”.
